We’ve totally obeyed EndSARs protesters’ demand – APC Gov’t.

The Federal Government has said it has implemented fully all the demands presented by #EndSARS protesters.

This was made public by the Minister of Police Affairs, Muhammad Dingyadi on Tuesday at an event in Abuja.

Recall with Noble Reporters Media that in October 2020, the #EndSARS protesters took to the streets across the country to demand an end to police brutality and the disbandment of the Special Anti-Robbery Squad (SARS).

The protesters made five demands to the government, including the immediate release of all arrested protesters, and justice for all deceased victims of police brutality.

Other demands are the setting up of an independent body to investigate police misconduct; psychological evaluation of SARS operatives before redeployment; and salary increase for police officers.

Speaking at the event, Dingyadi said the government has also set up the Police Public Complaints Committee for citizens to report police misconduct.

He said: “The President Muhammadu Buhari-led administration has fully implemented the demands presented by peaceful protesters in October 2020, which was unfortunately hijacked by unpatriotic elements.

“It would be recalled that the government expeditiously approved the disbanding of the special anti-robbery squad, which was foremost among the demands of the protesters.

“The five demands of the protesters, otherwise known as the ‘five for five’ demands, also included setting up of independent investigation, justice for victims of police infractions, and re-evaluation of disbanded SARS personnel, and the upward review of police emolument has been fully implemented by the government towards emplacing permanent solutions to trust deficit between the police and the citizenry.

“Please permit me to reiterate the fact that policing as the fulcrum upon which security revolves, requires inclusiveness to realize its fundamental objectives.

“Our germane desire to promote food security, health security, economic buoyancy, and all forms of human security, through community-based and technology-led policing, requires critical support of all stakeholders.

Mr Datti Baba-Ahmed stated this on Thursday night on Channels TV, asserting that the brutal killing of the #EndSARS protesters at the Lekki Tollgate was simply an abuse of procedure by the military.

“Massacre has different technical meanings. I can’t say I know all of it but it requires the assailants to have (sic)…no advance notice was given before the attack and the victims must have been attacked in their own areas,” he said.

On October 20, 2020, soldiers opened fire on unarmed young Nigerians who had gathered at the Lekki Tollgate to protest decades of police brutality especially by rogue police unit Special Anti-Robbery Squad which was then disbanded after days of nationwide demonstrations.

Many youth were reported killed that night by soldiers and the police, a action that was later tagged #LekkiMassacre.

Mr Datti Baba-Ahmed suggested that the October 20, 2020 event could not be termed a massacre, saying it was debatable.

“There was an abuse of human rights, and procedure, and some people interpret those as a massacre,” he said. “The use of massacres is highly debatable but I can say for sure that there are abuses of procedures and civil rights violations.”

“These are well-meaning Nigerians who brought themselves out to public areas and were attacked by security forces that were meant to be protecting their lives and properties,” Mr Datti Baba-Ahmed added.

Mr Datti Baba-Ahmed’s stance could sound vexatious to many EndSARS protagonists who have been at the forefront of campaigns for Labour Party presidency via presidential candidate Peter Obi.

Mr Atiku, in a Twitter thread on Thursday, restated his position on the killing of peaceful protesters by the Nigeria Army and their police counterparts during the #EndSARS protests.

“The sad memory of what happened is what we cannot wish away,” he said.

The former vice president further stated that young people should be given the space and opportunity to express themselves within the provisions of the law.

“Our children MUST be heard and provided with spaces to express themselves within the ambit of the law and given opportunities too. My heart is still shattered for the families who lost loved ones during the #endsars demonstration.”

He also restated his commitment to police and justice reforms with the view to resolving police brutality and getting justice for victims.

“There’s still a compelling need for Police reforms incorporating State Police and justice for those who have suffered police brutality. I maintain the position expressed in this video broadcast on 20/10/20,” he said.

Armed policemen, who stormed the venue of the protest, fired tear gas at the protesters who are mostly youth.

The youths had gathered in early Thursday at the Lekki Tollgate to commemorate the second anniversary of the nationwide movement.

Joined by popular Nigeria music artist, Folarin Falana (Falz) and skit maker, Adebowale Adedayo (Mr Macaroni), the demonstrators assembled at the Lekki Tollgate with coffins and placards bearing different inscriptions.

But appearing on Channels Television this evening, police spokesman in Lagos, Benjamin Hundeyin, said some “troublemakers” had wanted to breach peace during the protests hence the police swung into action.

“Everything was going fine until they stopped and started laying the coffins on the ground and all. They were doing all these and traffic at the tollgate was building,” Mr Hundeyin said while on live TV.

He added, “We needed to ensure that there was free flow of traffic in the area because the agreement was that the procession would not stop, that was why we fired tear gas. After the crowd was dispersed, no single canister of tear gas was fired again.

“Right now there is a free flow of traffic in the area and calm has been restored.”

He added that the security agents have the duty to ensure peace and orderliness during a public demonstration.

According to Mr Hundeyin, those arrested by the police during the protest have already been freed and released.

“But after everything had calmed down and the protesters dispersed they were all released. I can confirm that we have no one in our custody at the toll gate now,” he said.

The protesters had on Tuesday announced it would go on a procession at the Lekki Tollgate to commemorate the massacre of unharmed youths at the tollgate on October 20, 2020.

The #EndSARS protest held nationwide for two weeks was a struggle initiated by the youth demanding an end to police brutality, extortion, extrajudicial killing, and bribery.

The demonstrators had also called for the disbandment of the notorious Special Anti-Robbery Squad.

Four protesters have been reportedly arrested at the Lekki tollgate in Lagos by operatives of the Lagos State Police Command on Thursday, according to SaharaReporters. Watch Video Here »

The youths had converged on the Lekki tollgate to mark the second memorial of the #EndSARS protest in the country. In October 2020, youths across the country took to the streets to demand an end to police brutality and extrajudicial killings by the disbanded special anti-robbery squad (SARS).

The tollgate was the epicentre of the protests. Youths who gathered day and night at the tollgate were dispersed from the location by gun-wielding soldiers on October 20, 2020, an action which led to the loss of lives.

Meanwhile, the security operatives also assaulted journalists covering the event. One of the protesters who spoke to SaharaReporters said, “The police have arrested four people despite the fact that everything is being done peacefully here.

They are using tear gas and hot water to disperse peaceful protesters. Journalists were also assaulted,” he said.

Two years on, over 40 #EndSARs protesters still rotting in jails.

Two years after the #EndSARS protests, over 40 protesters are still languishing in prisons across Nigeria, Amnesty International said today, while panels set up to investigate police impunity have failed to deliver justice to hundreds of victims of police brutality.

Amnesty International has found that the vast majority of #EndSARS protesters arrested in October 2020 are still being arbitrarily detained without trial.

“The fact that nobody has been brought to justice over the torture and killings of #EndSARS protesters is a stain on Nigeria’s human rights records. Meanwhile, human rights violations by the police continue unabated. The authorities must ensure that suspected perpetrators of the deadly crackdown on #EndSARS protesters are brought to justice in fair trials and address impunity for police brutality,” said Osai Ojigho, Director of Amnesty International Nigeria.

“Two years ago, the Nigerian army and police killed at least 12 people at Lekki toll Gate and in Alausa, Lagos State, while pro-government armed groups deliberately instigated violence at many #EndSARS demonstrations in other parts of the country to serve as a pretext for the police to use of lethal force on peaceful protesters. Rather than bringing those responsible for the attacks on protesters to justice, the authorities have engaged in a series of bizarre denials and cover ups.”

Since the #EndSARS protests, many people who have attempted to exercise their right to peaceful protest have repeatedly faced threats, harassment, and intimidation.

Prolonged detention without trial

Oyewole Olumide, Rasheed Tiamiyu, Moruf Adekunle, Taoreed Abiodun, Ikenna Amechi, Afeez Ariyo, Ikechukwu Eze, and Adesina Ademuyiwa were among those arrested in Ibadan for participating in #EndSARS protests in October 2020. Despite reportedly suffering from ill health, they continue to be held without trial in Agodi Correctional Centre, having previously been detained at a SARS facility in Ibadan and Abolongo Prison in Oyo Town.

Ayodeji Oluwasegun,Andoh Immanuel, Yakubu Olayiwola, Olaogun Ismail, Uba Chukwuma, Dosunmu Taiwo, Daniel Joy-Igbo, Yusuf Rafiu, Olawale Marcus, Muyiwa Onikoyi, Shehu Anas,Suleman Saidu, Rasheed Wasiu Bolaji, Adigun Sodiq, Sunday Okoro, Akiniran Oyetakin, Ogidi Isah, Ibrahim Adesanya, and Faruk Abdulquadri have also been detained without trial in Kirikiri Medium Security Prison in Lagos since 2020.

The Nigerian authorities have attempted to justify the ongoing detention of #EndSARS protesters by resorting to trumped-up charges including theft, arson, possession of unlawful firearms, and murder.

A further twenty-one #EndSARS protesters were held incommunicado for 15 months at Afaraukwu Correctional Service in Umuahia in Abia state for participating in the protests. On Friday 4 February 2022, they were released without charge following an intervention by Amnesty International.

‘They called us into their torture room one after another’

Many #EndSARS protesters told Amnesty International that they were tortured while in detention. Police abuse occurred in detention centres in police stations and other holding facilities, and inside police vehicles. Several cases amount to torture and other ill-treatment.

One of the protesters told Amnesty International: “In Umuahia, at the Criminal Investigation Department (CID), they called us into their torture room one after another. When I entered, they tied my hands to the iron bars on the window so I couldn’t fight them, and then they started flogging my ankle with a rod, and also my knee…”

“Since I didn’t do anything,” the protester added, “I maintained my innocence while they tortured me. I remembered my late wife and got angry. I told them it was better for them to kill me than to admit something I did not do. Then the man said they would release me, but when they did, I could not walk, so I just fell and the officers dragged me out of the room. Then they took another person into the torture room. In the process of torturing us, they killed one of the protesters they brought in with us from Eziama police station.”

A 21-year-old student of Abia State Polytechnic, who was among more than 20 protesters arrested on 20 October 2020 in Waterside in Ogbor Hill, Abia state, told Amnesty International:

“When I arrived at the criminal investigation department, they started asking us why we were protesting against the police. Some of us said we were fighting for our rights. Then the police said they would kill us for going out to protest. They removed our clothes… and started flogging us. I still have some of the injuries I sustained, I still get pains from them. They were flogging us everywhere. I was bending my head to protect my eyes. We suffered there.”

“They removed my shirt and blindfolded my eyes with it,” the student added. “When we got to Eziama Police Station, they asked my age. I told them I was 16, but I was 15 then. They slapped me twice and beat me with sticks for joining the protest. Then they said they would put me in a separate cell. They kept us in the cell and brought us out the next day to beat us again.”

Many of those interviewed said they had suffered from health issues as a result of the torture they faced and the inhuman conditions they were kept in detention. All released detainees interviewed by Amnesty International said the authorities had not returned their phones, cash, and other valuables which were taken from them after the protests.

Investigative panels fail to deliver justice for victims

Investigative panels set up to investigate police brutality have been marred by prolonged adjournments, intimidation of witnesses by police lawyers and police officers failing to appear as witnesses, according to observer reports verified by Amnesty International. In some states, panels have failed to take place at all, while others opted to go on break indefinitely.

“Authorities must end the crackdown on peaceful protests, and promptly, thoroughly, independently, impartially and transparently investigate cases of attacks on peaceful protests and bring suspected perpetrators to justice.

The lack of progress at these #EndSARS panels is discouraging and reveals the authorities’ lack of commitment to ensure justice for victims of police brutality across Nigeria,” said Osai Ojigho.

“All detained protesters must be immediately and unconditionally released. The Nigerian authorities must urgently respect, protect, promote and fulfil the right to peaceful protest including by publicly directing security and law enforcement agencies to stop infringing on the rights to freedom of expression and peaceful assembly. Authorities should also ensure that victims of police brutality and their families are provided with access to justice and effective remedies, including adequate compensation, and guarantee of non-repetition.”

Comedian, Adebowale Adedayo, popularly known as Mr Macaroni and singer, Folarin Falana aka Falz are present as the #EndSARSmemorial procession begins at Lekki Tollgate.

Others present at the Thursday procession to mark the second anniversary of the Lekki shooting include Feyikemi Abudu and other youths.

Noble Reporters Media reports that a man, identified as Desmond Jacob, was picked up by men of the Nigeria Police Force.

He claimed that he was among peaceful protesters that converged at the Lekki Tollgate on October 20, 2020, the day of the shooting that led to the loss of lives of peaceful protesters.

Jacob could be seen kneeling down in front of the toll gate crying before police officers came and picked him up.

After interrogation, he was released and asked to leave the toll gate.

The Nigeria Police Force has launched a manhunt for a lady seen having sex with a dog in a viral TikTok video.

Force Public Relations Officer, Muyiwa Adejobi, said posting bestial-natured videos online won’t be tolerated.

Adejobi also vowed that the police would apprehend the lady in the viral video.

In a terse statement to journalists on Sunday night, the FPRO said, “I really want us to take necessary action on these ladies that are involved in unnatural offences (including bestiality) and post same online. We want to urge you to give us any useful information on how to get these ladies. We need to fish them out please. Thanks.”

Noble Reporters Media had earlier reported that a light-skinned lady in a trending video claimed she was paid a lump sum to sleep with the dog.

Lekki Tolls: Lagos claims misrepresentation of legal status.

Lagos State Government has alerted to misrepresentation of facts in statements circulating in the media that it does not have legal right to collect tolls on the controversial Lekki-Ikoyi Link Bridge and that tolling on the Link Bridge is unlawful.

The state Attorney-General and Commissioner for Justice, Moyosore Onigbanjo, in a statement noted that the misleading statements were based on the false premise that the Lagos State Government has no pending appeal against the judgment of the Federal High Court in Suit No FHC/L/CS/1405/02 between Ebun-Olu Adegboruwa Esq. Vs. Attorney General of The Federation & Ors.

According to him, in the light of this misrepresentation, it has become necessary to state as follows; “On the 27th day of March 2014, the Federal High Court delivered judgment in Suit No FHC/L/CS/1405/02.



“Thereafter on 28th of March, 2014 the Lagos State Government (sued as 3rd and 4th Respondents) filed a Notice of Appeal against the judgment of the Federal High Court and an application for stay of execution and injunction pending appeal.

“That on 11th of November, 2014 the Lagos State Government filed an application for extension of time within which to compile and transmit the Records of Appeal, at the Court of Appeal.

“However, on the 9th of October, 2017 owing to lack of representation on the part of Lagos State Government, the application for extension of time to transmit the Records of Appeal, filed on the 11th of November, 2014 was struck out and the Court stated:
“Since Applicant is aware of today’s date and is not in court, we take it that applicant is not diligent in prosecuting its application. It is hereby struck out.

“From the foregoing quote, what was struck out was the application (that came up before the Court of Appeal on 09/10/17) and not the appeal. There is a distinction between striking out an application and striking out an appeal.

“As at date, there is no order striking out Lagos State Government’s appeal against the judgment of the Federal High Court delivered on 27th of March, 2014 in Suit No FHC/L/CS/1405/02.

“It is also notable that before the Federal High Court, the claimant sought ten (10) Declaratory reliefs and one (1) order of injunction[1], to restrain the Lagos State Government from collecting tolls on the Lekki-Ikoyi Link Bridge.

“However, in its judgment dated March 17, 2014, the Federal High Court did not specifically or expressly grant either the Declarations or the injunction sought.

It rather only held that:
“I agree and uphold that the construction of this bridge was authorised and the 3rd Respondent has the power to generate revenue thereon from the subject matter but the existing law did not cover this bridge and the 3rd Respondent can only make the law to that effect before it can collect toll on the bridge.

“Dissatisfied with the lack of clarity and precision in the judgment amongst other grievances the Lagos State Government filed a Notice of Appeal against the judgment on 28th March, 2014.

“The position of the law is that once a Notice of Appeal is filed along with an application for stay of execution/injunction pending appeal, the judgment being appealed against cannot be enforced until the application for stay of execution/injunction pending appeal has been determined. This position was upheld in VASWANI TRADING COMPANY V. SAVALAKI & CO (1972) N.S.C.C @ 697 – 698, where the Supreme Court of Nigeria held that: “…whilst by virtue of the provision of the section, an appeal or the filing thereof could not eo ipso operate as a stay of execution, clearly, in practice, the position should be different where apart from filing an appeal, the prospective appellant also files an application in this Court, by which a stay of execution of the same judgment is sought. In such circumstances, a general appraisal of the whole situation is absolutely necessary and it is most desirable that the court should ensure that, at that stage of the proceedings, it is not possible for any party to present it with a fait accompli…
“Notwithstanding the above position of the law, the Lagos State Government affirms that it will continue to engage with all stakeholders and concerned members of the public in the Lekki axis and will abide by commitments and concessions made at the various stakeholders’ meetings.”

Onigbanjo stressed that based on the foregoing, the statements that the collection of tolls on the Lekki-Ikoyi Link Bridge is unlawful and without legal basis or right are clearly incorrect, saying that “the Lagos State Government’s appeal against the judgment of the Federal High Court subsists and the judgment of the Federal High Court cannot be enforced at this stage.”

A former Deputy National Chairman of the Peoples Democratic Party, Chief Bode George, has called on the Lagos State Government to prove that the son of an All Progressives Congress leader, Seyi Tinubu, does not own or control the Lekki tollgate.

George called on the Lagos State Government to do this by honouring Freedom of Information requests and revealing the terms of agreement between the Lekki Concession Company and the state government.

The PDP chieftain said this in a statement on Friday titled, “We Must Withdraw from the Brink”.

He said the state government must address allegations that Tinubu’s son and his former Chief of Staff, Sunday Dare, who is now the Minister of Youth and Sports Development, control the tollgate.

The PDP chieftain recalled that the state government had changed the terms of the concession years ago and paid off the LCC.

He, therefore, wondered why tolls were still being collected from Lagosians.

George said, “We are demanding that the Lagos State Government through the Freedom of Information Act publishes the names of those who are managing the Toll Gates.

“We do remember however that there was a buy-back several years ago returning the control and ownership of the Admiralty Tollgate to the Lagos State Government. The Lekki-Ikoyi Tollgate was built from scratch with taxpayers money.

“How then can anyone/company inexplicably make a legal claim to the Lekki toll gates? Again, what is the relationship between Seyi Tinubu and Lekki Concession Company?

“Equally, what is the relationship between Sunday Dare and the Lekki Concession Company? We all know that Sunday Dare until he became Minister last year was Bola Tinubu’s Man Friday. There are too many untidy, dirty, stinking intimations here. That’s why we demand that the details of the tollgate ownership should be presented to the public immediately.”

The PDP chieftain argued that since the tollgate was the epicentre of the #EndSARS protests where unarmed demonstrators were shot, the state government should demolish it and erect a monument in its stead.

He said there was nowhere in the world where a single stretch of road would have two toll plazas as is the case along the Lekki-Epe Expressway.

“George added, “In fact how much is Lagos State earning from these two tollgates per day, per month, and annually? It is alleged that an estimated N400m is collected on both tollgates everyday. If we are wrong, let them bring out their books and tell us how this humongous money is being spent.

“I have gone to this length to illustrate what could go wrong when there is a brazen interloper and a destructive tin-pot despot who has handcuffed the government of our state.

“This overbloated character is obsessed with the interests of the privileged few to the detriment of the majority of our citizens.”

George urged the Federal Government to tackle the tendencies towards nepotism and prejudicial preferences that are basically injurious to national unity.

The managing director of the LCC also stressed that an estimated N2.5 billion worth of assets were lost to the violent protest.

Lagos State Governor Babajide Sanwo-Olu, yesterday, condemned the alleged brutality against protesters at the Lekki tollgate. The governor, therefore, ordered the state’s Commissioner of Police, Hakeem Odumosu, to investigate the incident.

The state’s Commissioner for Information and Strategy, Mr. Gbenga Omotosho, disclosed this at a joint briefing by the state government and the Lekki Concession Company in Lagos. He reiterated that Lagos State government, under the leadership of Babajide Sanwo-Olu, would never trample on people’s rights.

Meanwhile, making clarification on some issues, Managing Director, Lekki Concession Company (LCC), Yomi Omomuwasan, who spoke on alleged use of the firm’s operational vehicle to convey protesters at the tollgate, said that the vehicle was donated to the police to assist them as a logistical support.

He said: “We have operational vehicles. One of them is that donated to the police to assist them in their logistics support. On some people wearing LCC logo vests, remember that is our site and we have our men working around there but we didn’t engage in arresting people. We don’t have the power.”

Omomuwasan said the request to reopen the tollgate from the judicial panel of inquiry was based on the fact that the firm needs to assess the worth of the volume of valuables that was lost to the October 20, 2020 violent protest with the aim of getting the necessary insurance cover. He stressed that the reopening was not to immediately start tolling on the facilities.

The managing director of the LCC also stressed that an estimated N2.5 billion worth of assets were lost to the violent protest.

“As of 2011, we had N24 billion owned by local lenders and N49 billion borrowed from the International Development Bank. We need to bring a formal report of assessment of the damage back to our lenders because when you don’t pay, you are blacklisted. The claims could be verified. Assets would require a team of engineers both within and outside to do critical assessment. We need to do civil and electrical works, which cannot be completed within three months.

He also denied claims that the firm refused to give its full consideration to the forensic investigators from the judicial panel of inquiry, adding that all the needed support according to demand were rendered.

We have police deployment in Unity Park, Gani Fawehinmi Park, Ogombo Junction, Adeniran Ogunsanya Junction, among others.
