Falana-led ASCAB frowns at fuel, naira scarcity, sparks nationwide protest.

The Alliance on Surviving Covid-19 and Beyond (ASCAB) has condemned the ongoing scarcity of petrol and new naira notes across the country.

The group, in a statement signed by its interim Chairman, Femi Falana, on Monday, said the currency and fuel crises constitute a great challenge to economic survival of ordinary Nigerians.

The group threatened a nationwide protest if the Nigerian government failed to proffer an urgent solution to the crises.

Falana tasked pro-democracy organizations to wade in to save the country of possible anarchy, state terrorism and arbitrary repression of the masses.

He also charged the Nigerian government to prosecute anybody found hoarding the new naira notes and making life unbearable for ordinary Nigerians.

The statement read: “The Federal Government has unleashed untold hardship on the masses of Nigeria by the unprecedented scarcity of the Naira, fuel scarcity and skyrocketing rise in fuel prices. Fuel and currency scarcity is inexplicable and unacceptable.The Federal Government has shirked its obligation to guarantee the security and welfare of the Nigerian people as provided under Section 14(2)(b) of the Constitution of the Federal Republic of Nigeria, 1999, as amended.

Banks peg cash withdrawals at N20,000 as POS charge N1,000 for N10,000 in Kwara.

Banks in Ilorin, Kwara State capital, have pegged cash withdrawals across the counter at N20,000 for lucky customers.

𝕹𝖔𝖇𝖑𝖊 𝕽𝖊𝖕𝖔𝖗𝖙𝖊𝖗𝖘 𝕸𝖊𝖉𝖎𝖆 reports, however, that the frustration of customers surrounding the new currency swap continues without any feasible end to the chaotic experience encountered at the bank halls and ATM points in the Ilorin metropolis.

Customers, who wished to swap their old currencies to new ones throng their various banks as early as 4.a.m and 5a.m and remain till 6p.m in the attempt to beat the extended February 10, deadline by the Federal Government.

Operators of POS have also increased their charges on withdrawals from 10 percent to 25 per cent depending on the amount a customer intends to withdraw at a time.

A customer, who spoke to our correspondent, claimed that she was charged N1,000 for a withdrawal of N10,000 while another customer disclosed that he was charged N150 for withdrawal of N1,000.

Findings by Our correspondent further revealed that most operators of POS are unable to meet the huge requests of customers as they complain about paucity of cash.

Fuel scarcity: Coalition threaten protest at NNPC HQ.

The Coalition of Transporters has threatened to picket headquarters of the Nigeria National Petroleum Company Limited (NNPCL) over fuel scarcity.

Their communique issued on Monday was signed by Jamilu Mai Alheri, Chairman of Trailer Drivers Association (TADAN), and five others.

They are Tricycles Owners Association of Nigeria (TOWAN), National Association of Traders of Nigeria (NASTAN), Commercial Motorcycles Association of Nigeria (COMAN).

Others include Market Women Association of Nigeria (MAWAN), Trailer Drivers Association of Nigeria (TADAN), and Luxurious Bus Operators Union (LUBOU).

The unions have put their members nationwide on alert to join the protest if nothing was done to end the scarcity.

The associations said they would continue to occupy the NNPCL Towers in Abuja until the problem was fixed.

They also threatened not to make their vehicles available to transport Independent National Electoral Commission (INEC) materials for the elections.

The unions complained that the lingering fuel shortage had placed them in an unbearable condition.

Nnewi Community Protests Against Bad Roads, Appeal To Rich Indigenes – Okeke.

The people of Uruagu-Nnewi community in Nnewi North LGA of Anambra State have protested against bad roads in the area, calling on rich indigenes to come to their aid.

Leader of the protesters, Mr Obiora Okeke, said that several roads in the area, especially the Nnewi-Oba old road and St John of the Cross Catholic Church axis, had become death traps.

This formed the basis of the text of a press conference jointly addressed by the Osun Civil Societies Coalition and the People’s Advocates on the lingering scarcity of fuel and the redesigned Naira notes in the country on Monday, February 6, 2023, in Osogbo.

The statement jointly signed by Waheed Lawal and Emmanuel Olowu, Chairman and Publicity Secretary, Osun Civil Societies Coalition and The Peoples Advocates alluded to the fact that Nigerians are going through hell to get fuel and cash for personal use and business purposes.

While accusing the CBN of refusal to make available the redesigned Naira notes, they alleged that it amounted to a deliberate attempt to punish Nigerians unjustly.

It also demanded that the Central Bank of Nigeria make enough amount of the new Naira notes available to the banks for onward disbursement to the general public.

“We need not to tell you the agony of Nigerians who queue for more than six hours to get cash from ATM. Some people are even unlucky as they will not be able to get cash at the end of the day after spending several hours in the queue.

“The Central Bank of Nigeria led by Mr Godwin Emefiele has clearly been playing hide-and-seek in the circulation of the new naira notes. “It equally speaks volumes of a President that has been supervising everything that has to do with petroleum resources to ask for seven days to address the fuel scarcity.

“The two key issues have taken away the dignity of the majority of Nigerians. We have seen videos where men and women stripped themselves naked in protest against their inability to get cash. Car owners have long been sleeping at filling stations for fuel. Many people have been injured as a result of fights at filling stations and ATM centres. In Osun today, we have filling stations selling fuel between N350 and N400 per litre. The masses remain the end receiver of this economic mismanagement. The reverberating effect falls on the common people who go to the market to buy foodstuffs, board public transport, pay bills, etc.”

While calling for an urgent address of the calamities, the group warned that if action is not taken, violent protests may be triggered nationwide.

“It is the awareness of this fact, coupled with the intelligence report that made us to suspend the mass protest that was supposed to be held today. We do not want to create a platform for some elements whose only language is violence. The outcome of last week’s protest in Ibadan and Benin is an indication that Nigeria is sitting on a keg of gunpowder. The hardship is becoming unbearable to the generality of the people.

Naira Redesign, Senseless, Emefiele Deceived Buhari – Adams Oshiomhole.

Adams Oshiomhole, a chieftain of the All Progressives Congress (APC), has claimed that President Muhammadu Buhari was deceived into approving the naira redesign policy of the Central Bank of Nigeria (CBN).

While speaking on a political programme on the Channels Television on Sunday night, Oshiomhole, a senatorial candidate on the platform of the APC, claimed that the Governor of the CBN, Godwin Emefiele, took advantage of the president’s zero tolerance for corruption to convince him to approve the policy.

Oshiomhole who was reacting to Governor Nasir El-Rufai of Kaduna State’s comment on forces working against the APC in the forthcoming general elections said the policy was designed to truncate the general election slated for February and March 2023.

Ben Murray-Bruce speak on Naira Redesign.

Former Nigerian lawmaker, Ben Murray-Bruce, has questioned the motive behind the recent visit to President Muhammadu Buhari by the governors of the All Progressives Congress, APC.

Murray-Bruce queried why the APC governors visited Buhari over the naira redesign, noting that they couldn’t make such a visit while the Academic Staff Union of Universities, ASUU, was on strike.

Naira redesign: You’re alone – Arewa youths tell Atiku.

The Arewa Youths Consultative Forum, AYCF, has frowned at the call by the Peoples Democratic Party, PDP, presidential candidate, Atiku Abubakar that the Central Bank of Nigeria, CBN, should not review its deadline for the extension of the new naira notes.

AYCF National President, Yerima Shettima said Atiku stands alone in his call that the CBN should not review its deadline for the extension of the new naira note swap.

A group under the auspices of the North Central Youth Stakeholders Forum (NCYSF) on Saturday asked Nigerians to prepare for a “Bring Back Our Old Notes” protest if the Naira scarcity lingers after Sunday.

The group demanded the resignation of the CBN Governor, Godwin Emefiele, and urged Nigerians to hold him and his collaborators responsible for the hardship caused by the redesign of the naira notes.

The statement read: “We call on all Nigerians to remain vigilant to the direction the country is heading in the present circumstances and to prepare to embark on a mass ‘Bring Back Our Old Notes’ protest in the event the insufficiency of the new notes persists beyond the 5th of February.

Reps committee chair decries naira scarcity, urges calm.

The Chairman of the House of Representatives Committee on Diaspora, Tolulope Akande-Sadipe, on Saturday decried the scarcity of the new naira notes in circulation.

Nigerians had in the last few days kept vigil in banks and Automated Teller Machines (ATMs) stands across the country in a bid to get cash for their daily needs.

Governor Babagana Zulum has threatened to revoke the land allocation of banks refusing to dispense new naira in Borno.

Buni orders Yobe Microfinance Bank to open branches in 17 LGAs.

As Nigerians continue to bear the brunt of the scarcity of new Naira notes, Yobe State Governor, Mai Mala Buni, has directed the state-owned microfinance bank to open its branches in all 17 local government areas of the state.

Buni gave the directive in a statement on Saturday through his media aide, Mamman Mohammed, noting that the move is part of measures to ease the sufferings of rural dwellers by providing banking services to their doorstep.

According to him, the situation is further compounded with the new cashless policy, and despite the government’s plea to the commercial banks to open branches, there have been no responses.

The governor then charged the management of the bank to prepare for the challenges that would come with the new branches while expressing the commitment of his administration to support the growth of the bank.

Naira scarcity, targeted at causing chaos to shift election – Wike.

The Rivers State Governor, Nyesom Wike, has alleged that the move by the Central Bank of Nigeria, CBN, to redesign Naira notes was aimed at causing riots in the country.

Wike, who spoke on Saturday during a campaign in the Opobo/Nkoro Local Government Area of the state, alleged that the aim was to cause crises which would lead to the postponement of the February and March elections.

Protest in Ibadan as bank customers’ seem unable to withdraw their money.

The scarcity of new naira notes, which has been a subject of discussion across major towns and cities in Nigeria, took another dimension on Friday when customers took to major streets in Ibadan, the Oyo State capital, to protest.

Our correspondent recalls that the Central Bank of Nigeria, CBN, had a few weeks ago introduced the newly redesigned N200, N500 and N1000 denominations across the country.

Our correspondent however learnt that majority of the bank customers who went to withdraw money on Friday at various banks in Ibadan could not do so.

This sparked protests in some parts of Ibadan.

Pandemonium as UNIBEN students clash with soldiers, shut down varsity over ATM.

Students of the University of Benin (UNIBEN) have clashed with soldiers of the Nigerian Army over what many alleged to be oppression by military officers.

The soldiers clashed with the students after trying to withdraw money from the school ATM and allegedly ordered students to lie down.

The soldiers did the same thing yesterday. They told students to lie down while they withdrew money.”

State Police Command PRO, Chidi Nwabuzor, stated that he was outside Benin and unaware of the clash.

Confirming the clash, Iwegbu Jennifer, the State Command 2I/C PRO, said the soldiers from S and T barracks had broken students’ phones and injured some of them, including the Uniben CSO. Angered by the act, the police spokesperson said students retaliated, and the whole clash escalated.

According to her, the situation was only calmed after the soldiers’ RSM got involved, promising to look into the matter.

CBN orders banks to start paying new naira notes.

The Central Bank of Nigeria (CBN) has directed commercial banks to begin the payment of the new naira notes to customers over the counter.


This is according to a Thursday statement signed by the Bank’s Director, Corporate Communications Osita Nwanisobi. He said it is part of moves to ameliorate the plight of Nigerians who are finding it hard to get the new notes.

“In line with this resolve, the Governor, Mr. Godwin Emefiele, has directed deposit money banks (DMBs) to commence the payment of the redesigned Naira notes over the counter, subject to a maximum daily payout limit of N20,000,” the statement added.

While admitting the difficulties Nigerians have faced in trying to get money Automated Teller Machines (ATMs), the apex bank reassured of its commitment to making the process seamless.

It also vowed to prosecute racketeers of the new naira notes, saying it is working with relevant agencies to make that happen.


“We have equally noticed the queues at Automated Teller Machines (ATMs) across the country and an upward trend in the cases of people stocking and aggregating the newly introduced banknotes they serially obtain from ATMs for
reasons best known to them. Also worrisome are the reported cases of unregistered persons and non-bank officials swapping banknotes for members of the public, purportedly on behalf of the CBN.

“We wish to state unequivocally that, contrary to the practice of these unpatriotic persons, it is unlawful to sell the Naira, hurl (spray), or stamp on the currency
under any circumstance whatsoever,” it warned.

“For the avoidance of doubt, Section 21(3) of the Central Bank of Nigeria Act 2007 (As amended) stipulates that ‘spraying of, dancing or matching on the Naira or any note issued by the Bank during social occasions or otherwise howsoever shall constitute an abuse and defacing of the Naira or such note and shall be punishable under the law by fines or imprisonment or both.’

“Similarly, Section 21(4) states that ‘It shall also be an offence punishable under Sub-section (1) of this section for any person to hawk, sell or otherwise trade in the Naira notes, coins or any other note issued by the Bank.’”



Old banknotes can only be deposited at CBN after deadline – Emefiele.

Nigerians can still deposit their old naira notes after the February 10 deadline.

However, according to the Governor of the Central Bank of Nigeria (CBN), Mr. Godwin Emefiele, anyone depositing old N200, N500 and N1000 banknotes after the deadline must deposit the notes at the Central Bank offices in line with the provision of Section 20(3) of the CBN Act.

Also, the CBN governor assured Nigerians that nobody would lose their legitimately earned money due to the naira redesign project, saying the exercise was in the overall interest of Nigerians and the economy.

Emefiele said this during a meeting with the House of Representatives Ad-hoc Committee on the Review of the CBN’s Cashless Policy and Extension of the Timeframe of the Currency Swap programme, held in Abuja.

Emefiele who was accompanied to the meeting by all the four Deputy Governors of the CBN, before responding to the questions thrown at him by the lawmakers, apologised for his inability to appear in previous summons.

He said he was on vacation and later on a trip to Senegal with President Muhammadu Buhari.

He told the parliament that the value of old naira notes of N200, N500 and N1000 would still be redeemed even after they have ceased to be legal tender after the February 10 deadline, at the CBN.

He said the redemption was in tandem with the law, precisely section 20 of CBN act, noting the essence was to mop up the old notes in circulation.

While reeling out the steps taken by the central bank to ensure the effective distribution of the new banknotes, he disclosed that about N1.9 trillion of the old banknotes had so far been collected since the commencement of the exercise.

According to him, the currency redesign policy has so far recorded about a 75 per cent success rate given the fact that many of those in the rural and underserved locations across the 36 states of the country have had the opportunity of swapping their old banknotes for the new series of the banknotes.

He noted that one of the reasons for the naira redesign was to bring in the N2.7 trillion outside the banking system which is currently being held in people’s homes.

Emefiele explained, “Besides, the general practice across the globe and that practice is that every five to eight years, the CBN is supposed to redesign or do some form of changes do its currency.

“The reason is because CBN has to be in the position from time to time to have control of money supply in the country. Unfortunately, we have not had the luxury of carrying out this important aspect of our mandate in the last almost 19 years to the extent in 2015, the currency in circulation was N1.4 trillion. “In October 2022, currency in circulation had risen to N3.23 trillion. More than double in seven years. It’s very unfortunate that it more than doubled in eight years. Out of the N3.23 trillion, more than N2.7 trillion was outside the banking system. More than N2.7 trillion is held in people’s homes.

“What that does is that it makes our mandate of monetary policy very difficult. When we are not in control out of N2.3 trillion, what we see in the banking system is just about N500 billion. There is no how our law which you the lawmakers have made for us to carry out, our work can be effective and that is the reason.

“I thank the president that in 19 years, we have had an opportunity to carry out this important aspect of our mandate. We are grateful to him because he listened after we provided him the needed explanations about what we have been going through in the monetary policy.

“Now, the president graciously gave approval on October 6, 2022, and we had expected that around December 15, the currency circulation will begin, but we were lucky that we moved forward the circulation in November when the president launched the currency.”

Speaking further, Emefiele accused commercial banks of breaching the apex bank guidelines, with the way the new naira was being sprayed in parties.

He told the lawmakers that the apex bank was working closely with relevant agencies of the federal government to ensure full compliance with the CBN guidelines issued to the banks for the seamless distribution of the new banknotes.

While anticipating more benefits of the policy in the future, he appealed to Nigerians for their support, stressing that the naira redesign was good of Nigerians.

“I addressed the bankers on Sunday and I expressed to them my disappointment and in fact, the disappointment of the president, the disappointment of leaders in the country with the way this has gone on because many of us have unfortunately seen the new naira instead of being used for the purpose it was meant, the new naira is being used in parties, in celebrations.

“Some of them (bank CEOs) said well, maybe it’s money from the ATMs and I said no, money from the ATMs are already broken. They are in leaflets but what we saw being stamped on people at parties were packages of the new naira notes which means they had breached certain aspects of the guidance note we gave to them.

“And when I met President Buhari, I told him that we have met with the EFCC, the ICPC and NFIU and that we are now going to bring EFCC, ICPC, NFIU to join us in monitoring the flow of this currency to our people. I must say that I am even delighted that even yesterday, I read that the DSS has started that, which is what we want so that everybody knows that we are conducting this activity to the best of our ability.

“We are doing this for the good of Nigerians. We are doing this so that the Nigerian economy can be better than it is today and I am saying that we are beginning to see some of the benefits.”

Continuing, Emefiele said: “Inflation last month is not rising, not stagnating but somehow moderating. We are expecting that it will continue to moderate. The exchange rate to be stable and we are hoping that with this exercise, the naira can even get stronger.

“We know in the process that some will be hurt, I will say temporarily. But it’s a pain that I will appeal to all of us to please show some understanding because the overriding benefits to Nigerians is what we are interested in which is about making our economy stronger then combatting the high incidence of insecurity.

“Yes, we saw a few failings on the part of the banks and we appealed to EFCC, ICPC, NFIU; they are currently working with our officials nationwide to make sure that this process goes on seamlessly



Nigerians suffering naira scarcity – Lagos Assembly.

Lagos State House of Assembly has said the naira redesign by the Central Bank of Nigeria, CBN, has brought suffering on citizens, putting the economy in danger.

The lawmakers admitted the policy was a good one but implemented at a wrong time, causing economic chaos which could become difficult to resolve if urgent steps are not taken.

At a sitting presided over by the Speaker, Mudashiru Obasa on Tuesday, the legislators urged the CBN to extend the deadline for the currency swap.

The Deputy Director, Banking Supervision Department, CBN Lagos, Kayode Makinde, disclosed this on Tuesday, during an interview with newsmen in Abeokuta, the Ogun State capital.

While accusing some commercial banks of sabotaging the efforts of the CBN in making the new naira notes available to customers, Makinde, who led a team on the monitoring exercise in Ogun, they have been going round the State for the past three weeks to ensure compliance to the directives of the CBN as regards issuance of the new notes.

The CBN team leader asked Nigerians not to blame the CBN for the scarcity of new naira notes, but the commercial banks.

He stated that the team had uncovered a commercial bank that mismanaged new notes released to it by the CBN, threatening that such a bank and its officials would be sanctioned appropriately.

“We came across one of the commercial banks that couldn’t account for almost four million naira of the new notes and appropriate sanction will be placed on them,” Makinde stated.

Speaking further, he explained that “we saw some trying to hoard new notes,” but they were compelled to upload same into their ATM terminals, saying others had poor cash management.

Makinde said the bank officials were asked that instead of trying to ration the new notes, the should upload the ones they have and contact their Central Cash Management Unit, which has direct access to CBN.

“We came across instances of sabotage on the part of operators, we will take the case up and will be dealt with appropriately.”

Makinde added that the commercial banks were directed not to pay out the new notes via the counter, but other notes.

“Some of them did that and ran out of cash. Some of the branches deployed resourceful cash management skills and they never ran out of cash while other experience cash run out and are still waiting for their source,” he said.
