New minimum wage coming, 2024, says FG.

The Minister of Labour and Employment, Chris Ngige, says all arrangements have been concluded to produce a new minimum wage for Nigeria on or before May 2024.

Ngige also warned organised labour and other trade unions to desist from meddling in government affairs and attempting to impose their will on it about appointment decisions.

He spoke in Abuja Tuesday at the Nigeria Labour Congress’ 13th National Delegates’ Conference.

He alleged that trade unions were violating the terms of the Trade Union Act which mandated that all newly elected trade union officials take required courses at the Michael Imuodu National Institute for Labour Studies (MINILS).


According to him, undergoing training at the institute would help the labour leaders to gain the necessary knowledge and develop into seasoned Industrial Relations authorities.

“The good story that filters out from it is that we put out an Act, a legislation that had in place an inbuilt review five years mechanism, unlike the formal Act. So, mandatorily, Nigeria will produce a new minimum wage on or before May 2024

He noted that trade unions are not mandated to dictate to the government on the appointment of public officials.

Ngige further enjoined the NLC to ensure the implementation of the Employees’ Compensation Act (ECA) 2010 by State Governments.

His words: “This has resulted in many workers not being covered by the ECA Act for injuries and even deaths sustained in the place or course of employment.

“The NLC should remedy this situation as the welfare of workers is one of the cardinal functions of Trade Unions including the Confederations.



“In this regard, it should be noted that the PENCOM Act 2014 makes it mandatory for all employers to give Insurance Cover for workers employed by them.”

Nigerian govt approves new trade union, online transport workers.

The Nigerian government has presented a letter of approval to the Amalgamated Union of App-Based Transport Workers of Nigeria (AUATWON).

Minister of Labour and Employment, Chris Ngige made the presentation on Tuesday in Abuja.

The new union comprises all app-based transport workers, online transport services, and e-hailing drivers and operators.

Ngige noted that the registration was a milestone in labour administration, particularly in the trade union services segment.

The minister said the informal sector, which constitutes the largest population of workers, is being formalised across the world.

“Today, we are breaking new ground with those who are employing themselves and from there, employing others”, he said.

I won’t work for any presidential candidate – Ngige

The Minister of Labour and Employment, Dr Chris Ngige, has said he will not work for the emergence of any of the presidential candidates, in the February election.

Ngige who is a member of the All Progressives Congress, APC, said the four frontline presidential candidates are his friends, and that he will not campaign for or against any of them.

The Minister stated this on Wednesday, in his country home in Alor while speaking to journalists.

He urged Nigerians to rather look at the programmes of the candidates and determine which of them was better than the other, and vote right.

When prodded further on which of the candidates he thinks may win the election, Ngige said he would not like to predict, insisting Nigerians should be allowed to choose who they want to be their president.

Giving an account of his personal relationship with each of the frontline presidential candidates, Ngige said: “Malam Kwankwaso, is my friend, I know him too as deputy speaker when he was deputizing Agunwa Anekwe, one of our party’s strong men.

“Alhaji Atiku Abubakar, Vice President (former) the Federal Republic of Nigeria was the man who was in the helm of affairs when I was ‘kidnapped’- when I was shoved out of office.

“He was standing in for Mr President (Obasanjo), who was in Maputo, and he ordered the Inspector General of Police then, to reinstate me to office.

“I also worked with him in the economic team- National Economic Council as the Vice President. So, I know him, and he is a friend of mine, and we also formed AC together.

“Peter Obi, my brother, my successor and my everything, I know him too and he is a friend. So, how do I campaign against any of them?

“Bola Ahmed Tinubu, my friend again – supportive. During trying times; we formed AC together. I became the known opposition Senator in the Eastern Region under the auspices and platform of the ACN. So, he is not somebody I don’t know.”

Sack Ngige – ASUU tells Buhari gov’t.

The Academic Staff Union of Universities (ASUU) has called for the immediate sack of the Minister for Labour and Productivity, Chris Ngige, accusing him of complicating the impasse between Government and ASUU.

Chairman, ASUU, Michael Okpara University of Agriculture Umudike, MOUAU, Professor Chike Ugwuene, who made the demand during a rally by ASUU members at the university, accused Ngige of “Divide and rule and pro-rata payment of salaries.”

He expressed disappointment over the inability of the Minister to help resolve the lingering face-off between the union and the Federal Government.

Professor Ugwuene said that the Federal Government had no regard for lecturers, hence Government’s refusal to attend to ASUU demands.

He regretted that even when the lecturers out of respect for the court decided to suspend the strike and returned to the classroom with the expectations that Government would fulfil its own part of the, the good gesture of ASUU was reciprocated with half salary

The ASUU boss said that Government had pushed ASUU members to the wall and that they might have no choice “than to break the wall”.

He argued that since the lecturers were clearing the academic works suspended during the strike, the Government’s refusal to pay for the months of the strike was hollow.

“When we came back, the government rewarded us by paying pro-rata as if we are casual workers. The government decided to reduce us.

“In MOUAU, we started with 2021/2022 examinations, but Government didn’t regard that but adopted ‘no work, no pay’. We have shown patriotism enough, else we may begin ‘no pay no work”.

Speaking at the rally, the National Chairman of ASUU, Professor Emmanuel Osodeke told Government to stop toying with lecturers and the Education sector.

He urged Government to heed the demands of ASUU to save the education sector from total collapse.

Osodoke, however, said that ASUU had not been defeated as the “federal government has budgeted N470 billion for Nigerian universities”.

He, therefore, urged Government to respect all its agreements with ASUU, accusing the federal government of dragging its feet on education.

Earlier, the Zonal Coordinator, ASUU Owerri Zone, Comrade Uzo Onyebinama, said that Government and not ASUU was to be held responsible if anything happened to the education sector.

“We go borrowing and we are living by borrowing. We are not labourers, but the struggle continues”, he said.

In their separate lectures, Professor Irene Ejeh and Prof. C. O. Offor urged the federal government to do all it can to improve the conditions of universities in the country.

The lecturers who carried placards with various inscriptions marched around the campus chanting solidarity songs.

November: ASUU members receive complete salaries, arrears withheld.

Lecturers under the aegis of the Academic Staff Union of Universities have received full salaries for the month of November 2022, Noble Reporters Media can confirm.

Our correspondent also gathered that the eight month arrears remained withheld by the Federal Government.

A senior member of the union at the Bayero University Kano made this known in an interview with our corespondent in Abuja on Wednesday.

“Some of our members have started receiving salaries and I can confirm to you that we received our full salaries for the month of November. However, the arrears are still withheld.”

Noble Reporters Media reports that the Federal Government refused to pay the striking lecturers for the eight months which the union embarked on strike.

The lecturers, in October 2022 were also paid pro-rata (half-pay) according to the Minister of Labour and Employment, Chris Ngige.

Lecturers across the country have been protesting against this decision by the Federal Government.

The National Executive Council of the union is expected to hold a crucial meeting in the coming days over the withheld salaries.

2023: Reason Amaechi, Ngige could be disqualified.

Nigeria’s Minister of Transport, Rotimi Amaechi and his counterpart in the Ministry of Labour, Chris Ngige risk disqualification from the Presidential primaries of the All progressives Congress, APC following their inability to resign from their respective offices.

Noble Reporters Media learned that Section 84 (12) of the new Electoral Act mandates all political appointees seeking elective office to resign ahead of any party primary they plan to participate in.

President Muhammadu Buhari had, while signing the electoral bill on February 25, expressed reservations over Section 84(12) and asked the National Assembly to delete it. He subsequently wrote to the National Assembly requesting the amendment. The President’s request was, however, rejected.

However, a Federal high court in Umuahia ruled that the provision was illegal and asked the attorney general, Malami to delete the section. The national Assembly and the Peoples Democratic party, PDP has since appealed the decision.

Speaking on the matter, a member of the APC NWC who pleaded anonymity said; “If the court upholds Section 84, the affected minister will be disqualified. But if the court deletes the section, they can contest without resigning. However, my advice to them is to resign, if they don’t want to be disqualified.”

Also, speaking on the matter, The APC National Publicity Secretary, Felix Morka said the party would ensure that all political appointees in APC wishing to contest the 2023 elections comply with Section 84 (12) of the Electoral Act.

“The party will simply follow the Electoral Act. Any member of the party who is in an appointive position, we will expect such individual to resign before our primaries. We are hopeful that they will comply at the right time and we are going to ensure that anyone seeking our ticket will not breach the Electoral Act.”

2023: Chris Ngige finally declares for Presidency

Chris Ngige, the Minister of Labour and Employment, has formally declared his intentions to run for the 2023 presidential election.

Ngige said he has a burning desire to see a prosperous, united and equitable Nigeria.

The Minister declared his Presidential ambition while addressing a mammoth crowd at St. Mary’s Catholic Church Alor, Idemili South local government area of Anambra State, on Tuesday.

The former governor of the state said he was well equipped as an administrator due to his 40 years of experience in the public service.

Ngige said he has a huge wealth of experience, capacity and energy as well as a large heart to accommodate the differences among Nigerians

2023: Chris Ngige speaks on Presidential ambition; says God has spoken to him.

The Minister of Labour and Employment, Chris Ngige, says he will soon announce his decision on whether to run for the 2023 presidency or not.

Ngige said he used the season of lent to commune with God, and he spoke back to him.

Speaking when he met his followers in Awka, Anambra State on Saturday, the minister said he has consulted widely and would soon reveal his decision.



According to Ngige, he would disclose his position on running for the Presidency or not on Tuesday or Wednesday.

Ngige said: “I want to assure you that the period of lent we ended it last night.

“And during this period, we communed with God; we did our fasting; we talked to God and the angels and God spoke back to us. God has spoken to me.

“I want to assure you that I will also not disappoint you.”

Stressing that he would speak in a language his followers would understand, the minister said, “It will be very soon — either Tuesday or Wednesday before I go back to Abuja.”

Recently, Ngige said he would reveal his presidential intention during the Easter period.

ASUU strike: FG not so buoyant to meet lecturers’ demands.

The Minister of Labour, Senator Chris Ngige has claimed the federal government does not have the money to meet some of the demands of the Academic Staff Union of Universities (ASUU).

ASUU embarked on a one-month warning strike on February, 14.



The union explained that the decision was taken due to the federal government’s delay to implement their agreement, which include issues on salaries, the revitalisation fund for universities and the adoption of the University Transparency Accountability Solution (UTAS) payroll software.

Speaking on Channels Television on Thursday night, Ngige pointed out that the N1.3trillion revitalisation fund was a promise made to ASUU by ex-president, Goodluck Jonathan, when Nigeria’s finances were stable.

The Minister said President Muhammadu Buhari’s administration informed ASUU of its inability to honour the previous revitalization fund agreement, but promised to explore other options to fund universities.

Ngige said: “The N1.3trillion you are talking about was promised by the (Goodluck) Jonathan government. Oil was selling between $100 to $120 per barrel then and the revenue of the federation was rich.

“It was promised by that administration and they promised to kickstart the payment. They paid N200 billion which they borrowed from TETFund. They did not take it from the federation account. That payment spiralled even into 2016 — to our regime.

“A committee was set up with ASUU as members. Government said ‘we are going to drop N25billion for you to show you in good faith that we are not talking nonsense.’

“That one was dropped. Again, another money was paid last year because the committee couldn’t come up with anything that will generate funds.

“We don’t have it. The government didn’t say we are going to pay N1.1trillion that is remaining. They said we don’t have this money and under the principle of capacity and ability to pay, let us renegotiate it because TETFund is still there.

“Unless you want us to take money from TETFund and deceive you like it was done in that period.”

ASUU strike: Gov’t gives update on negotiation.

The Federal Government on Wednesday in Abuja expressed the hope that the one-month warning strike embarked upon by the Academic Staff Union of Universities (ASUU) on February 14, would soon be over.

ASUU called its members out on the warning strike to compel the Federal Government to address their demands, some of which had been lingering since 2009.



Minister of Labour and Employment, Sen. Chris Ngige, expressed the hope of truncation of the warning strike when he spoke with newsmen at the end of a conciliation meeting between the government and the union.

Ngige said the meeting agreed on many issues and a timeline was scheduled for the implementation of the agreements.

According to him, ASUU officials agreed to return to their members with offers made by the government and revert to him before the week runs out.

He noted that many of the items in the 2020 Memorandum of Action (MOA) had been dealt with exhaustively, while some were being addressed.

“We have only one or two areas that are new. One of the new areas is the renegotiation of the Conditions of Service, which is called the `2009 Agreement’.

“An agreement was reached in 2009 that their Conditions of Service would be reviewed every five years. It was done in 2014.

“We started one in which the former UNILAG Pro-Chancellor, Wale Babalakin (SAN), was chairing the committee.

“After Babalakin, Prof. Manzali was in charge and the committee came up with a draft document, proposed by the Federal Ministry of Education and ASUU.

“Today, Manzali’s committee has become defunct because many of the people in the committee are no longer pro-chancellors,” the minister explained.

Ngige said that a new team had been constituted to take a second look at that document.

“This is to make sure that some of the allowances are not against the National Salaries, Incomes and Wages Commission (NSIWC) fixed rates for wages and allowances.

“If you propose allowances that do not comply with NSIWC rates, the government will not be able to accept it.

“So, it is important that they do the right thing from the beginning so that whatever the committee presents can be approved by the Federal Executive Council,’’ he said.

ASUU strike: Chris Ngige meets Buhari.

Minister of Labour and Employment, Chris Ngige, met President Muhammadu Buhari on Tuesday, for a briefing on the Federal Government-Academic Staff Union of Universities (ASUU) negotiation.

ASUU commenced strike on February 14 to pressurize the government for the payment of outstanding N1.2trillion.



The lecturers are also demanding the adoption of the University Transparency and Accountability Solution (UTAS) payment platform.

Ngige told State House correspondents that N92billion has been paid as earned allowances and revitalisation fees.

Recalling the December 2020 agreement reached with ASUU, the minister said the government has fulfilled N40 billion for Earned Academic Allowances (EAA) for ASUU and other unions.

“N30billion was also budgeted for revitalization that also was paid late last year.

“N22.127billion was agreed to be paid from supplementary budget as Earned Allowances for 2021. That money was also paid last year.”

Ngige reacted to ASUU’s preference for UTAS instead of government’s Integrated Payroll and Personnel Information System (IPPIS).

He confirmed that UTAS developed by universities has been subjected to test by the Nigeria Information Technology Development Agency (NITDA).

“In their report, they pointed out the areas of lapses which will not make it usable as presently configured.

“ASUU wrote back to NITDA to say that some of those observations were not correct”, Ngige said.

The official disclosed that technical teams of NITDA and ASUU would soon meet to jointly test UTAS.
